Pidato penuh kekuatan dari Presiden Republik Islam Iran Ibrahim Raisi pada sesi ke-78 Majelis Umum PBB (UNGA) pada hari Selasa (19/9/2023) telah menjadi berita utama di seluruh dunia.
Inti dari pidato Presiden Raisi ditandai dengan anggapan bahwa tatanan dominasi dan hegemoni Barat, yang diwakili oleh Amerika Serikat, merupakan proyek yang gagal.
“Dunia sedang bertransisi menuju tatanan internasional yang baru dan proyek Westernisasi telah gagal,” kata Presiden Iran, yang membuat banyak orang Barat yang hadir merasa khawatir.
Perkataan Presiden Raisi mengenai kegagalan proyek politik Barat ini harus dianalisis dari perspektif diskursif yang memperhitungkan bahwa Barat berfungsi sebagai wacana yang terdiri dari banyak penanda.
Kegagalan proyek Barat, dari sudut pandang diskursif ini, menyiratkan bahwa Barat tidak lagi relevan secara politik dalam menentukan penanda mana yang dapat diterima dan mana yang tidak.
Dengan kata lain, baik wacana menyeluruh maupun komponen fundamentalnya tidak lagi dihormati atau dianggap penting oleh dunia luas.
Namun, kegagalan diskursif ini tidak boleh disamakan dengan keruntuhan mutlak negara-negara Barat atau ketidakmampuan negara-negara Barat untuk terus menimbulkan kerugian terhadap entitas yang mereka anggap sebagai ancaman.
Sebagaimana ditekankan oleh Presiden Iran, yang terjadi adalah delegitimasi diskursif Barat, yang menjadikan penanda Barat tidak mungkin diterima sebagai hal yang universal.
Intervensi Presiden Raisi sebelum sidang pleno Majelis Umum PBB mempunyai penafsiran lain, yang sering kali luput dari perhatian dalam sebagian besar analisis.
Dari sudut pandang Islam, kritik terhadap proyek politik Barat disertai dengan model alternatif yang diwakili oleh Republik Islam sendiri.
Hal ini menyiratkan bahwa, meskipun terdapat berbagai permainan bahasa yang dapat digunakan untuk mengartikulasikan upaya mencapai sistem politik yang adil dan partisipatif, hal ini merupakan bukti heterogenitas dunia yang tidak dapat direduksi.
Hal ini juga merupakan hal yang sangat membingungkan bagi mereka yang hanya berbicara dalam istilah-istilah Barat.
Berbeda dengan analisis yang memandang Islam sebagai proyek totaliter dan/atau fundamentalis, seperti yang dilakukan Bassam Tibi, Islam, justru karena telah membuka pintu politik bagi heterogenitas, dapat dilihat sebagai wacana yang tidak berupaya menggantikan homogenisasi Barat dengan homogenisasi “Islam”.
Pidato presiden Iran harus ditafsirkan dalam konteks keterbukaan politik terhadap heterogenitas dan penggantian hubungan hierarkis dan vertikal dengan hubungan horizontal dan non-hierarkis.
Perspektif Islam ini tercermin dalam kata-kata Presiden Raisi ketika beliau berbicara tentang pesan Alquran untuk memerangi penindasan dan perpecahan, yang kemudian dipahami dari sudut pandang ontologis.
Sebagaimana ditegaskan Presiden Raisi, “Alquran berbicara tentang kesatuan umat manusia dan bahwa seluruh penghuni bumi adalah seperti saudara dan saudari, yang berasal dari orang tua yang sama.”
Oleh karena itu, dapat ditegaskan bahwa bagi Presiden Iran dan Republik Islam, Alquran adalah kitab suci dan politis yang terus menginspirasi umat Islam dalam perjuangan melawan penindasan.
Presiden Raisi secara khusus mengecam gelombang Islamofobia di Barat, yang ia pahami sebagai sistem pemerintahan global dan didefinisikan sebagai bentuk rasisme yang ditujukan terhadap ekspresi publik mengenai identitas Muslim atau ekspresi publik apa pun yang dianggap demikian.
Presiden Iran memusatkan perhatian pada penodaan Alquran baru-baru ini dan larangan mengenakan jilbab di sekolah-sekolah Prancis sebagai contoh dari apa yang ia gambarkan sebagai “sikap anti-Muslim.”
Topik lain yang dibahas Presiden Iran dalam pidatonya yang kuat adalah analisis situasi politik di negara tersebut setelah kerusuhan yang didukung Barat tahun lalu.
Presiden Raisi menekankan bahwa tahun lalu merupakan “kemenangan bagi Iran” dan kekalahan bagi mereka yang ingin memicu kerusuhan dan kekacauan di negara tersebut.
Ia menggarisbawahi bahwa “sejak keberhasilan Revolusi Islam, musuh-musuh bangsa Iran telah menerapkan berbagai bentuk konflik, sanksi dan tekanan maksimal terhadap rakyat kami. Sudah 45 tahun sejak kebijakan-kebijakan ini terbukti gagal.”
Melanjutkan hal-hal yang memiliki relevansi diplomatik, Presiden Iran juga merujuk pada masalah perjanjian nuklir dan menegaskan kembali bahwa Amerika Serikatlah yang secara sepihak menarik diri dari perjanjian nuklir tersebut, yang menurutnya menunjukkan kurangnya komitmen mereka terhadap diplomasi.
Mengenai masalah senjata nuklir, Presiden Raisi menyatakan bahwa “senjata nuklir tidak mempunyai tempat dalam doktrin pertahanan Republik Islam Iran”, sebagaimana telah berulang kali ditekankan oleh beliau dan pejabat senior politik dan militer Iran lainnya.
Lebih lanjut, ia menekankan bahwa negaranya “tidak akan melepaskan manfaat energi nuklir untuk tujuan sipil,” sehingga menyoroti otonomi politik Republik Islam.
Oleh karena itu, dapat dikatakan bahwa pidato Presiden Raisi di hadapan Majelis Umum PBB, dari sudut pandang politik, melanjutkan tradisi Islam dalam menghadirkan alternatif terhadap Eurosentrisme dalam segala manifestasinya yang beragam dan kompleks, untuk membangun masa depan yang lebih baik dan layak huni.
Selain itu, sejalan dengan tradisi Islam yang diprakarsai oleh Revolusi Islam, wacana tersebut diartikulasikan dalam kosakata konseptual yang jauh dari tata bahasa politik Barat. (*Xavier Villar adalah Ph.D. dalam Studi Islam dan peneliti yang membagi waktunya antara Spanyol dan Iran)
